Inter-RAT Cell Reselection from GSM to UMTS


When MS in a GSM cell obtain the list of neighboring UMTS cells and cell reselection parameters through System Information 2ter and System Information 2Quater. Based on the list and parameters, the MS measures the neighboring UMTS cells. When the MS is in idle mode or packet transfer mode, the method for cell reselection from a GSM cell to the UMTS cell is the same as that between GSM cells. The GSM network controls the cell reselection from the GSM cell to a UMTS cell through TDD Cell Reselect Diversity.

TDD Cell Reselect Diversity indicates the signal strength difference between candidate UMTS cells and the serving GSM cell. This parameter is a key factor for controlling the cell reselection from the GSM cell to the UMTS cell.

When TDD Cell Reselect Diversity is set to a small value, the cell reselection condition is easy to meet. In this case, the number of MSs that camp on the GSM cell reduces. When TDD Cell

Reselect Diversity is set to a great value; the cell reselection condition is difficult to meet. In this case, the number of MSs that camp on the GSM cell is increases.

EPS Network Identifier in LTE


Mobile country code (MCC) is a 3 digit code, assigned by international telecom union to identify a country in a mobile communication.
Mobile network code (MNC) is a 2 to 3 digit code, assigned by national authority.
Public land mobile network identity (PLMN Id) consists of MCC and MNC. It is used for unique identification of a PLMN.
Tracking area identity (TAI) is globally unique and consists of PLMN id and tracking area code (TAC) where TAC is of 16 bits and it is used to indicate eNB to which Tracking Area the eNB belongs  and it is unique within a PLMN. It is similar to location area identity (LAI) in GSM.
International Mobile Subscriber Identity (IMSI) consists of PLMN id and Mobile subscriber identification number (MSIN). It is unique identification of mobile (LTE) subscriber and not more than 15 digits.
MME temporary Mobile Subscriber Identity (M-TMSI) is unique within MME and assigned by the operator. It is of 32 bits.
SAE Temporary Mobile Subscriber Identity (S-TMSI) consists of MME code and M-TMSI and is used to locally identify a UE in short within a MME group (Unique within a MME Pool).It is of 40 bits.
Globally Unique MME Identity (GUMMEI) consists of PLMN id, MME group id and MME code. It is used to identify a MME uniquely in global and is not more than 48 bits.

Globally Unique Temporary UE Identity (GUTI) consists of GUMMEI and M-TMSI. It is used to identify a UE between the UE and the MME on behalf of IMSI for security reason and is not more than 80 bits.

RLT - Radio Link Timeout

RLT - Radio Link Timeout
When SACCH is not decoded this counter is decreased by 1 when it is reaches to zero it result normal call drop. In this period if SACCH is decoded counter is increased by 2.

       This parameter indicate how much time call maintained when radio environments is bed.
       If RLT value is high then call is sustain longer time. it is affected to customer  customers perception.
       Highway and in building cells have higher value of RLT parameter and it is give better improvement of call drops.
       This parameter is define in AMRFR & AMRHR and  also Non AMRFR & Non AMRHR
       We can also check this on TEMS radio parameter window


one time slot lasts 0.577ms, Bursts period is 4.615ms
1 SACCH Period= 4.615X104 bursts    (4x26=104 bursts)  = 480ms
Now Radio Link Time Counter:-
 It is depend on SACCH blocks.
This parameter defines the maximum value of the radio link counter expressed in SACCH blocks. Range of 4 – 64 in step size of 4.
Value of RLT. Normally 16, 20, 24. 
If RLT value is 16 then call is sustain around- 7.6 Sec( 16 *480ms) when SACCH will not decoded
If RLT value is 20 then call is sustain around -9.6 Sec( 20*480ms)
If RLT value is 24 then call is sustain around -11.5 Sec( 24*480ms)

RLT Measure in TEMS Radio Parameters
RL Timeout Counter (Cur) : This parameter define the maximum value of the radio link counter expressed in SACCH blocks. Range of 4 – 64 in step size of 4. it shows current value of RLT. Decrease by 1 but increase by 2. When it reaches zero it results in normal DROP Call.
RL Timeout Counter (MAX) : This parameter define the maximum value of the radio link counter expressed in SACCH blocks. Range of 4 – 64 in step size of 4. it shows current value of RLT. Normally 16, 20, 24.
